It is, in effect, surrendering the field of battle to the opposition, on the opposition's terms, before putting up any sort of fight.
It's just so obvious: if you try to counter a political opponent by co-opt their policies, you communicate to the electorate that those are the salient issues and if those are the salient issues, then of course the electorate will vote for the party claiming it has all the answers.
