Is the wheel slightly out of true? Maybe. But the fender is also a bit jury-rigged onto the frame at that point to allow the derailleur cable to operate freely. So it's always been a smidge closer to the wheel there. But never enough to touch the tire before!

For the curious: I installed a new studded tire two days ago, that has studs along the outside rim in a way the previous one didn't, and that was enough, but only when cycling in my top gear, to cause a few millimetres of fender to brush the tire

I would be interested to hear from wheelchair users on this, but speaking from what I see in Winnipeg: when there's a proper protected bike lane (ie two lanes, one for passing) I see wheelchair users opt for the bike lane rather than the sidewalk. It's usually better engineered for wheeled travel.

I thought similarly about the paint (will be scraped up like all the other road markings during winter snow clearing) but I do think the changes here will start changing traffic habits. It will be enough to justify putting proper concrete barriers everywhere the paint is now IMHO
