It gets a bit dystopian if you assume your ideas don't count at all. If all they look is your CV anyway, then people starting off will never get funded. The system may be flawed but this idea is the opposite of a solution. It just gives more opportunities to the rich and fewer to the poor.

The current system includes your CV. Only CV removes the ideas.

So that the inherent bias of where you work can be continued in perpetuity? A CV is partly determined by lucky breaks. A good project idea much less so. Therefore, I respectfully disagree with you.
