Maybe the rule is more like when the word is vocalised with an initial vowel that 'an' is used.

Exactly. It's the old "if you don't agree with X then you have to agree with Y" trope. There are other possible alternatives to the current position on refugees who don't arrive by 'regular' channels. How many lives & $$ could be saved by working with neighbour countries to manage the situation?
