They’re compressed gas cylinders. Without specific experience in IOWA-class ships, and without color to tell the difference, I can’t say what gas. But could be acetylene for welding, CO2, Nitrogen, etc.

Completely agree. When ANT ran aground in Yoko, we got the (excellent) AAR from CNSP Safety and I went through it with my wardroom and other controlling watchstanders. “We are not,” I said, “going to pick on them. We are going to learn.”
