Seeing now (after posting on other thread) that it's a rental... In the winter you can "shrink wrap" your windows. That may also help with sound-dampening.
Could also try leaning a noise dampening panel against the window(s)?

Definitely heavy curtains.
(And double pane windows if you own and can afford.)
And then I've had good luck with
LectroSound Noise Machine for Sleep and Relaxation. It's very basic but works well.
Also a loud tabletop fan.
Sometime I use both.

I have no idea how this is going to play out. I know some are angry now. But others were angry already.

So I am less sure how broadly unpopular the vote will wind up being...
