The problem with this rule is the inconsistency as well. Tonalli just had a foul against him in the middle of the field, he clearly won the ball and then hit the opponent, if this is a foul why is the penalty not a foul? Is the criteria based only on where the action occurred?
Honestly I'm done with football when they are reversing penalties like that
