What they have fewer of is unsheltered homelessness. What they have more of is shelter space. They have more day shelters. They have more 24/7 shelters. Know what doesn't build a shelter? A for-profit capitalist.

Nobody decided that. They decided that we shouldn't waste money moving everyone two blocks over when we could spend that money on rent assistance that would keep folks from becoming homeless in the first place.
