There really is a sea of precedent on common sense. Breaking executed contracts creates chaos in the regular order of business.
In U.S. v. Lovett (1946), the Supreme Court held that not even Congress, in a bill signed by POTUS, may cut off all contracts with a named individual or organization: that’d be an unconstitutional bill of attainder. Only courts can decide who deserves to be punished. SoTrump can’t do it with an EO!
