Sec. 312 of the Congressional Budget Act states that the Senate Budget Committee is resposible for determining outlays and revenues. So if the committee determines that DOGE savings reduce outlays, they can include that in the projections. www.americanprogress.org/article/repu...

It's why you have to use policy levers to overcome the incentives of the market. I'm old enough to remember insurance companies arguing against tobacco cessation because smokers are cheaper over the long term, due to higher mortality rates. Really gross stuff.

The calculation used to be different for Medicare, which had lifespan impacts in mind. But the proliferation of MA plans and the ability to move every year puts us back at square one.
