Absolutely agree AMC is the worst. In addition to Alamo, I really like Marcus Oakdale. Both are worth a longer drive.

I mean, I moved to StP 27 years ago in part because of horrible experiences with Mpls permitting & inspections. StP by contrast is pretty chill.
Better lawyers could ensure compliance with shit like this and also stop the city from losing every single case.

Started bonking out a the end of the ride, went straight to Taqueria Hidalgo in Bville for a burrito. And now I'm riding a dual endorphin rush from the ride and their excellent salsa verde. Five stars, highly recommend.
