that's understood. the EU probably would like to have some share of those taxes that are paid in the UK, now that the UK doesn't contribute that much and more to the EU budget via other transfers.

Isn't that timeframe just a sovereign decision of any country, to ask that the individuals should apply for residency after 90 days, in order to contribute with income tax to the ongoing use of the infrastructure provided like the locals do?

I think the idea is secondary sanctions, i.e. imposing sanctions on everyone buying Russian goods: china, India, etc
