Technical correction: not “grad” but student.

To be clear: these are NOT federal dollars, but local, DC taxpayer dollars. The CR treated DC like a federal agency so DC could only spend along lines of ‘24 budget, but DC ‘25 fiscal year is half over and locking up $1.1B was (still might) going to be ruinous. House needs to pass this “fix,” too.

We can expect retaliation. They will expel one of ours. Then they’re even. Not a run up to war. But degradation of bilateral relations.
