The reason the conservative intelligentsia has spent decades pretending that societal shifts in cultural attitudes are the same as state coercion is to justify the use of state coercion against the elements of society they disapprove of.
Here's one of the many clarifying passages in the White House (notionally GSA) letter. It demands Harvard set up a system of political commissars who will enforce hiring and admissions set asides for MAGA luminaries and high school red hats.

The thing is, it is the nature of reactionary psychology to believe on a deep brainstem level that *everyone* acts this way, that everyone is out for themselves and their own advantage, that all talk of principles is bullshit. It is fundamental to their worldview.

The main concern for Democratic Party leaders right now is trying to hold onto billionaire donors who are moving rightward or more concerned about moderating than anything else.

That’s the fear, not authoritarianism or the ongoing oligarchical coup or the fates of the people who depend on them.

Civil servants, by and large, *care*. I really think that explains why reactionaries are so hostile to them. Reactionaries can't conceive of sincerely dedicating yourself to others, sacrificing for others, so they must invent elaborate "deep state" conspiracies to explain it away.
