Just my viewpoint to bolster. I live out on red mtn in red county AL and vote with one person ahead of me, two at most. When I lived in the city, my cushy coworkers would fuss if they had to wait 10 minutes to vote.
I lived closer to a HBCU or two. Always a 1-2 hour line to vote.

Philanthropy may be a much more mixed bag. Sometimes it may be guilt at low wealth levels.
Sometimes might be wealth-protection when the wealth is so great as to affect entire mobs.
And sometimes it’s just a happy woman with divorce-wealth seeing “what she can do”.

I live in a beet-red part of an insane-red state in this country overrun by reds. I’ve found sanity by only judging humans on how they treat their dog(s) not by how they’ve been trained hereabouts. I’m certain I can find reasons to respect all of humanity in some similar way. Except them 2ers

The more likely reality is to see wildly-varying execution based on allegiance to the regime.
Most laws will be broad in verse but shall implement tightly-targeted upon political enemies.

They have not. They will have retroactively removed them upon the need to have done so in the future. TBH I only skeetled this to take time playing with the future past forms of sentences - something I will have needed to have done upon pluperfect-legal theory enactment.
