Labour are continuing to dismantle the post-war consensus, how very Thatcherite. Selling assets that can actually make local authorities money, is madness. You have to question the motives of local councillors as well!

And when employer NI is cut, there is no automatic mechanism that forces these savings to be passed back to workers, as higher wages. The evidence of the last decades shows that these savings are overwhelmingly captured as increased profit or distributed to shareholders.
