This (fundamental) bit isn't quite right:

Induction *is* construction and application of a compact model. Without compaction, a list of observations *does not* predict anything of the next observation.

Again this is your brain on non-parsimony. The objective external world is the parsimonious model of my private experience. So clearly I *rationally* believe there is a connection between my sensation and an external world!
Davidson thinks individual sensations can't support an epistemology because they lack a connection to an objective external world.

[the] central argument for rejecting empiricisms that base knowledge on something unconceptualized is that nothing that is unconceptualized can serve as a reason for an empirical belief, or for anything else, since the relation of a reason to what it supports is conceptual and so demands that the reason have a propositional content [Davidson, 2001a, 286]
