Unfortunately this idea hinges on Putin having an accurate idea of what the state of Russia's economy is (he doesn't) and on him giving a shit about it (he doesn't). As it is now, Putin loves his war and the war will continue. Probably until Russia literally stops functioning at all.

Well, this is true in the sense that you don't need "good" architecture. You need one that is good enough for your scope.
