Well tbf the city of Paris has lost hundreds of millions of euros due to government budget cuts in the last couple of years (and in practice that means schools closing and bike lanes not done among lots of other things)

Peut-être parce que "pistes du tram" recouvre plusieurs réalités différentes et que celles de l'est ne sont pas les pires. Au sud, par contre... (les seuls points verts sont les parties qui viennent tout juste d'être reprises boulevards Jourdan et Kellermann)

Having met him a couple of times he does come across a genuinely good person and passionate about his job, but I don't think that's much different from Farandou for example. The external constraints are just not the same.

Well he's the heavy favourite to become CEO of SNCF, so your wish may be granted very soon! But he was also successful at RATP because of the large pay raises and bonuses given to its employees (not a bad thing of course), and the French government probably won't let him do the same at SNCF.

Hidalgo just called their bluff, the law quite clearly says that the mayor can decide the speed limit on her own (and the police prefect eventually admitted it himself). She did need his consent for the carpool lane and only got it after having to renege on other projects.

Having explained exactly this to the Berlin Grüne a few weeks ago, you are correct. However, many people also forget/don't know that the préfet de police (who is nominated by the national government) can - and does - veto any project in many of the main avenues and boulevards of Paris.

In any other French city (including the Paris suburbs) yes, the mayor can do pretty much whatever they want.

In Paris it is much more complicated, there are special regulations due to its capital city status, Unesco World Heritage status, protection of historical buildings... So no, not really.

Just for example, 13-story buildings are not allowed in much of the city by zoning laws, those "sections up to 3-4 floors" are very limited (and mostly due to an unstable soil after mining), and Hidalgo has absolutely no power on the regional transit network, even less than the NYC Mayor has on MTA.

Nice horseshoe theory there with a presumably left-wing blog copying the misrepresentation of 1 (one) interview of Hidalgo by the biggest French conservative newspaper which absolutely hates her.
The article goes way too much over the place for a rebuttal in 300 characters but much of it is fantasy.

Also if you think that Hidalgo is a NIMBY, I live in Paris and I would like to know where it is physically possible to build new housing inside the inner city limits. We already have the largest population density outside of Asia and one of the lowest proportion of green spaces.

This is absolute nonsense. The Paris population was 2.2 million when Hidalgo was elected, it is 2.1 million now. And the entire difference can be attributed to flats being taken off the long-term rental market to be on Airbnb instead. Something can Hidalgo is not allowed to regulate herself.
