You're right. However, I am also highly doubtful that a deal that is good for the American people could have ever been reached. I just don't see Republicans ever agreeing to such a thing.

Yes, but a district court is bound by the precedents of the Court of Appeals of its circuit, and all courts are bound the precedents of the Supreme Court. Florida is in the 11th circuit, while New York is in the 2nd circuit. They each have interpreted grand jury secrecy rules differently.
