14) I think the biggest difference is that Miss Rue isn't the Warrior of Light, only a companion. She doesn't participate in any battles until well into Stormblood, and mostly travels with the Scions as a benefactor (and to negotiate)

Another key thing is that she allows the Scions to freely use-
