There are 2nd chance learning orgs that help young adults gain ncea. Have you looked at any of those?

Founds signed off, walls and roof go up. Then another mini consent for interior fit out. This allows for when sometimes a specified product isn't available when get to that part & you have lodge a variation to your consent. even if rules change during process build is under initial rules all the way

No but you can do one semester of foundation or bridging study at level 4 which gives uni entrance.
If that is too daunting for whatever reason start with foundation programmes at polytechnic or private provider. Scaffolding to higher ed is always possible
