I want to do this in a way that begins with basic ponyplay stuff in the many fields surrounding Blackstone's castle before moving into the pony palace and then into Blackstone's castle for the really heavy stuff, while filtering out all but the strongest Mistresses (who then face Blackstone).

This may be the most difficulty I've ever had writing an arc. I can't make ponyplay a joyous event about dressage and rider/pony intimacy because it's a twisted kingdom ruled by a sadist forcing unwilling participants to play games intended only to inflict suffering. I keep hitting a wall.

Alright, I think I've found the solution to my problem with this pony arc. I'm approaching it like a tiered fighting game when instead the proper approach is open world jrpg. This will be interesting.
