OfS employ a 'risk-based' approach including financial penalties for those losing money through govt policy. You really couldn't make it up! Peck needs to get a grip on his brief quickly before he gets boxed into the same old Tory agendas and market orthodoxy.

If only we had public universities. Alas, we don't in the UK, we have competing 'exempt charity' providers which are over-regulated by the OfS in the undergraduate market (the bit the taxpayer indirectly funds) 1/2
