Similarly if a board or video game shipped with "rulings not rules" gaps it would be an incomplete, broken product. In that case it would be fair to say that the designers dropped the ball.

I think so.ething that happens, whether folks realize it or not, is that ttrpgs get compared apples to apples against other games mediums like board games and video games. In those games one literally cannot act outside of the rules without breaking something.
