The federal funding that kept many families stable during the pandemic is running out and Colorado’s rental assistance programs are feeling the strain. In 2024, just 2,700 households likely got help early enough to avoid eviction, even as filings continue to rise.

And it works beyond the short term. Harvard researchers confirm that short-term rental assistance delivers long-term benefits, supporting housing stability, reducing financial distress, and helping families stay in their communities.

But this safety net is shrinking.

During the pandemic, short-term emergency rental assistance went even further, preventing tens of thousands more families from losing their homes. In 2022 alone, over 26,000 eviction filings were likely avoided because people received help before a case ever reached the courts.

These patterns aren’t accidental. From redlining, to predatory lending, to disinvestment in Black & Brown neighborhoods, our housing system has failed by design.

This reflects a broader pattern. In 2020, Eviction Lab (evictionlab.org/demographics...) found that
📈 Black renters made up 10% of Denver’s renters but nearly 25% of eviction defendants.
📈 Latine renters, 30% of the renter population, were overrepresented in filings and judgments.

The two ZIP codes with the most eviction filings, 80249 & 80204, also have some of the highest percentages of Black & Latine residents in the city.

But eviction filings are just the tip of the iceberg. Research from sociologist Matthew Desmond shows that for every official eviction, two more families are forced to “self-evict,” leaving their homes under pressure before any legal action is filed. (2/5)
