#Non-cooperation has direct consequences for victims seeking justice, and it emboldens perpetrators who rely on impunity protection.

🛑 Civil society has long advocated for a “no business as usual” policy with ICC fugitives and calls on states to stand with victims and survivors, not suspects.

2️⃣ In April Hungary 🇭🇺 refused to arrest P.M. Netanyahu of Israel 🇮🇱 despite an active arrest warrant related to the situation in Palestine 🇵🇸

Non-cooperation compromises the Court’s ability to fulfill its mandate.

It’s an especially relevant theme to discuss this year, following non-cooperation by States Parties in 3️⃣ situations: Libya 🇱🇾, Palestine 🇵🇸 and Ukraine 🇺🇦

🛑 Non-cooperation is when States Parties fail to comply with their legal obligations to the Court, for example failing to arrest a suspect with an active arrest warrant

Adequate financial support safeguards the Court’s independence and allows the Court to meet its growing workload and bring justice to victims around the world.

2026’s proposal is anchored in the ICC Strategic Plan (2026–2029) and takes systemic risks like security threats and cyberattacks.

The budget calls for resilience investments to support the Court through volatile times.

💶 Considerations on the budget began Wednesday.

The proposed budget for 2026 (~€197.5 million) is a 1.1% increase from 2025’s budget.

It’s a much smaller increase than in the last three years, which were all over 10%

🎤 The General debate began in the afternoon session, with remarks from 27 States.

Several states condemned threats to the Court, underlined the important role of civil society, and reaffirmed the Court’s mandate of international justice.
