Civil society has a central role in the #ICC Rome Statute system. #NGOVoices are present at #ASP24 to share views with States, and with many side events.

Chair of the Board of Directors of the @trustfundvictims.bsky.social Parmas reminded the ASP that:

“When the ICC is supported, and when victims experience reparative justice, you are enabling not only the upholding of norms but also healing. You are enabling hope that devastation may have an end.”

#ICC President Akane highlighted the role of victims and condemned threats to the Court.

“Now more than ever, we must turn our eyes to the unseeable suffering of countless innocent civilians. We must redouble efforts to defend human dignity.”

🔔 STARTING TODAY: The 24th annual session of the International Criminal Court Assembly of States Parties.

CSOs from around the world will gather at #ASP24 to call on ICC States Parties to defend the ICC's independence & safeguard victims’ access to justice.

What is on the agenda today? ⬇️

Above all, this dialogue is an invitation to States Parties:
➡️ Listen to survivors
➡️ Learn from their expertise
➡️ Commit to an International Criminal Court that is inclusive, effective, and genuinely centred on those most affected by Rome Statute crimes.

When survivors lead, justice transforms.

On 1 December in The Hague, a uniquely survivor-led dialogue will bring together victims and survivors from Armenia, Kenya, Mali, Ukraine, Palestine, and Venezuela to share their diverse lived experiences and international justice expertise.

To strengthen victims’ rights at the Court, the CICC encourages States to:

☑️ Adequately fund victim's rights to ensure quality victim participation;

☑️ Adopt a victim-centred funding model;

☑️ Promote consistency in victim participation before the Court.

We urge States to:

☑️ Respect their cooperation obligations & implement a strict “no business as usual” policy with ICC fugitives;

☑️ Reject double standards in the execution of arrest warrants;

☑️ Guarantee accountability & transparency in all non-compliance proceedings.

We call on States Parties to:

☑️ Adopt a 2026 budget that meets the Court’s real needs;

☑️ Reject politicised budget negotiations that undermines victims’ rights and equal access to justice;

☑️ Recognise that adequate funding is essential to safeguard the ICC's independence.

Too often, discussions around the ICC resources needs and its annual budget are disconnected from reality in situation countries.

What looks like a small reduction in budget can mean:

🔵 Understaffed field offices;

🔵 Weakened outreach; and

🔵 Reduced victim participation.

➡️ To ensure the Court can serve victims and fulfil its mandate, States Parties must back political support with concrete action at #ASP24, especially by providing sustainable resources across all organs and situations.

Ahead of ASP24, the CICC encourages States to:
☑️ Publicly reject sanctions against civil society & the ICC;
☑️ Support CSOs working in Palestine, Afghanistan & beyond;
☑️ Ensure business continuity of the ICC & civil society so they can carry out their work without interference.

#ASP24 unfolds against a backdrop of grave attacks against the ICC.

The U.S. has escalated pressure on the ICC, including by sanctioning ICC officials & judges as well as #NGOVoices supporting its work, in a clear attempt to obstruct justice.

We call on #ICC States Parties to:

1️⃣ Ensure the Court can continue its independent work, undeterred.

2️⃣ Pledge their continued financial support to the ICC.

3️⃣ Cooperate with the ICC in all investigations before it.

However, the ICC has also struggled with non-cooperation by States parties in recent months.

Notably Tajikistan failed to comply with arrest warrants issued against Putin for alleged crimes in Ukraine.
