Climate change will kill 99% of coral if we reach 2.0ºC (We are headed for ~3.1º +/- by 2100, likely passing 2.0º in the 2040s.

The hypocrisy is real.

EPA as an administrative agency only implements laws, they do not make them. Congress does.
EPA can make or revoke regulations to implement laws but can't do so in an arbitrary or capricious fashion. If they do so they will lose in court.
This is where Chevron decision cuts both ways -no deference!
