The Octopus Go tariff might seem cheaper but it's for fewer each day. The Cosy is really the one to go for if you have a heat pump, I think.
Though Agile could work too, but it would be very unpredictable

It was your comparison to a four bedroom house that made me a bit skeptical about your claim. It's not the bedrooms that use electricity, it's the people, so referring to number of bedrooms is irrelevant, I think.

Ok, sounds like reasonable steps to take to diagnose.
Just a thought: could it be a garage or annexe that might have a separate circuit from the meter. I also heard stories of electricians mixing the wires of neighbours in terraced houses. It's very odd a meter would keep ticking without any load.

Genuinely curious, how do you know your meter is overcharging you? Did you get a CT clamp reading? Did you disconnect everything and tested with things you know for sure how much power they draw?
Seems very vague to say my usage resembles a four bedroom house.

There are tariffs specifically designed for heat pumps and EVs with unit price as low as 7p/kwh at certain times of the day and/or night.

Get a second opinion. Some installers are used to old gas boiler principles where they oversize the system by a factor of 2x or more.
My gas boiler is 30kW for some reason, but a 6kW heat pump would be plenty
