On December 5, 1994, the US, Russia, UK and Ukraine signed the Budapest Memorandum. In exchange for giving up its nuclear weapons, all parties agreed to not use unprovoked force against Ukraine, and to respect Ukraine's national boundaries. The treatment of Zelenskyy yesterday was unforgivable.
