Gathering insights from stakeholders and those who have undertaking VATSU renovations, the research aimed not only to document the barriers but also identify how a coordinated approach could scale up the response.

It uses interviews with stakeholders to identify barriers to bringing vacant housing back into use. Our analysis shows that barriers often overlap several areas of concern.

One of the key outputs from this was the development of a provisional typology of vacancy in Dublin. This was designed to get away from seeing vacancy as a singular number and instead relating to several urban policy challenges.
