Over the past couple years there have been more and more apps like happipad and Canada homeshare for this, some that received innovation funding from CMHC. So not new, but newish and newly getting political attention/policy support

I don’t know what the right fee is, but am saying Winnipeg probably should charge more, would charge more, and can’t charge more (or Councillors don’t want to use political capital to try to charge more at this time)

Winnipeg hasn’t been permitted to raise its development fees (it tried adding growth charges but a court found it to be an impermissible tax) and the city is broke (super broke) so not the best example
