It doesn't come as a surprise at all. Back in May I said the EU was foolish to negotiate a YMS with the UK later on in the process.

These 23 new immigrants just received their Sitges Certificate. They attended and completed training on Catalan Society, legal framework, Catalan & Spanish language courses and much more. Positive integration.
