2. You can sell bonds easily if you need the money. There's a very liquid market.

The danger is that she takes all the pain and then just commits to an income tax rise with no reform - a buffer patch-up with no ambition beyond the immediate Excel document.

That's plainly the underlying thought behind recent interventions by think tanks and economic commentators - a sense that for once the incentives on the chancellor point towards risk taking rather than risk aversion.
