Ukraine already has an agreement with Russia. The Budapest Memorandum of 1996, where Russia pledged to respect Ukraine's territorial integrity if Ukraine agreed to give up their nukes. The USA & UK issued security guarantees. Why does Ukraine need another agreement if the first one worked so well?
