There is an ethical dimension of putting teachers in the classroom without certification.

Teachers can violate the Code of Ethics and Standard Practices for Texas Educators without breaking the law. When these violations are caught they lead to suspension or revocation of certificates

Here is a puzzle. Proficiency on 8th grade NAEP mathematics rose in almost all states (but not DC) from 1998 until around 2012 and then began to drop. It is tempting in any given state to attribute this to specific policies. But it's national. Why? New STEM teachers also dropped since 2012.
