I'm always interested in the practical details of how a road pricing scheme would function because I can't see how it currently could. Seems the Treasury aren't really sure either and the proposed system will run entirely on guesses

Imagine legislating this? Utterly absurd. The type of thing the Daily Telegraph and the politicians who passed it would think of as government overreach in different circumstances.
