Ugh yeah ... Even in predictable times, this process often ends with soft commitments and memos of understanding that can be rescinded. On the other hand, funding new PIs still seems super important and like a high-value investment

totally -- I already feel like I strain pre-award folks with all of my failed and resubmitted applications, which is nowhere close to this number

"... 40 distinct applications in a single application submission round" is wild!

The 6 / year limit seems like a lot, but I can see immediate changes in decision-making for soft money folks who have ~3 simultaneous R01-level grants (e.g. really consider those multi-PI apps...)

This could for sure play a role, and generally the manuscript / grant treadmill we are all on certainly does. It can be hard to justify spending 2-3 hours reviewing a paper when you're trying to get grant applications and papers out the door.
