I do think there's good evidence that pay for performance reforms CAN work even while they often do not work. The difference appears to be the coherence of the reform w/ other changes (evaluation, feedback, PD). Simply rewarding test gains doesn't work + too many reforms are compliance exercises.

If the standards are too low, the credential might not be valued and here too there's little incentive to try hard as it's a credential that one could get w/o much effort. I think Checker's idea for a tiered credential (advanced, basic, etc.) makes good sense.

If standards are too high, the credential is very worthwhile, but few will benefit and the incentives to try to graduate might be low, i.e., high value on the signal of the credential but arguably less human capital investment in trying to get the credential. But...👇
