Obviously he is not to be disturbed, but if you seek shelter in this tavern on a stormy night and you sit at the bar and he slowly turns his head to you & offers you a quest, you do have to go. Those are the rules.
Here we have just a little guy, toasty and content as he reflects on his day. 13/10 would try my best not to disturb him
