I don't read reversals & take the insight I heard from a podcast (that I can't remember now :/) that the 9 is you're in the storm, and the 10 is the storm has passed, you're surrounded by wreckage, and the card is the moment you take your first inhaled breath of What's Next (which sounds relevant!)

CG: This is Soo Control, captain of the port speaking. We have no other vessels in that vicinity right now...It's fairly certain that the uh, that the uh Fitzgerald went down and we're talking about a matter of life and death and looking for survivors that might be in life rafts or in the water.
