Activating the DC National Guard for law enforcement within DC is I believe unfortunately legal because the DC Guard are always under the control of the president and National Guard acting in their local capacity (i.e. not as part of the Army) are excluded from the Posse Comitatus Act

Of course one could argue that a country could issue passports universally as X (which ICAO describes as “unspecified”) but I suspect that would be a controversial choice
