If I had to guess, it is a celestial globe depicting the constellations based on, if not the western one, the starlore of one of the civilisations that had a more refined interest in the night sky. The only similar thing I found was this: www.christies.com/en/lot/lot-5...

The Kremlin and especially Putin play with fears, but they (have to) accept when somebody calls their bluff. Russian scarecrow tactics are meant for the weak-minded and when you fall for it, then you better question your critical thinking skills.
