These are Wombles - British, but have international geographical locations for names (Great Uncle Bulgaria, Wellington, Orinoco etc).
They were cool when I was 6 (late 1970s), but by the time I was 8 "womble" was an insult, although a fairly gentle one.
"Cock" is an intensifier. Result: cockwomble

OK, I was brave enough to check... It was an event to raise awareness of falling fertility levels. Basically they got two samples and put them on a microscopic race track to see whose wrigglers were fastest.
