Agreed, and is VAT is still paid on refurbishment projects providing a perverse incentive to demolish and build anew, given the exemptions on new builds?

Yes just a few years after the WW2 the NHS, is established along with nationalisation of energy production including coal and the railways. States seem to have lost sight of the fact that they can use their power as the currency issuer to act for the public good.

Yes the government can always find the money as the monopoly issuer of its own currency, the constraints are the real resources in the economy, material resources and human beings. Insulating homes and transitioning to renewables should not be controversial. @patriciapino.bsky.social

Before anyone says there's no money... When it comes to sure-fire investments like insulating homes with a guaranteed return, governments don't work like households.

It makes sense to run a deficit to generate a return—particularly since the consequences of not doing so are so bad.
