Not aware of any new ones in Hertfordshire; haven't seen any planned in the 3 district LCWIPs I've seen. (A single modal filter, improving an already existing old "LTN" was planned during Covid but a consultation was used as a referendum so didn’t happen.)

Yep. Ironically the Mayor of London cancelled a line extension along a disused line with two new stations in my town (Watford) which govt had provided funding for - because we are are outside Greater London. Loads of mid/high rise flats built by the two new stations which did not get built.

...painted contra flow cycle lane on Ascot Road, Watford blocked. Cllr who hosts cycle forum said Watford Council have wands in storage to be installed here but Herts Higways say there are gas works due so can't happen yet. No parking tickets on any car, two had blue disabled badges. Typical.
