Sounds like someone saw this, and decided the difference wasn’t stark enough and wanted to make an even bigger definition of poverty that would especially target US statistics because we have an extraordinarily large upper-middle class pushing up the measurement of median disposable income.

That first definition actually has a pretty good history of being used as a measure of relative poverty, but importantly doesn’t usually include government transfers or more importantly any non-governmental spending on healthcare.
