If I recall correctly, the zombies in Nightmare City not only run but fly an airplane.
Between this and the also unmade Joe II, it was probably best for Avildsen that his latter-day Cannon projects never got off the ground.
From what I've found, his son Jonathan (who was in Karate Kid III and Rocky V) had been a Guardian Angel, and got his dad interested in Sliwa.
