This is a fabrication. NYC has the best transit system in the US by far. It is the most transportation-accessible place in the country for working-class residents.

NYC congestion pricing has reduces congestion. It hasn't raised revenue for roads, which apparently is now the US DOT's priority.

The letter from US DOT is full of inaccuracies, including the claim that fed highway users' taxes paid for the highways in the cordon area.
This is largely untrue: Not only do gas taxes not come even close to paying the full costs of roads, but also almost all roads in cordon area are NON-federal.
